What are the device platforms (e.g. Android/Apple/Windows-Modern/etc) and enrolled device mode (e.g. Android+/AE Managed-Device mode, unsupervised/supervised Apple device, etc.)?

What are the version and build numbers of your MobiControl device agent and server?

Do you intend to force a single default password for all devices upon enrollment?  Or different passwords to different devices enrolled (which implied that each end-user needs to be individually informed of his/her unique device password)?

If you want to set the same password in all devices, you can do it with a package that has the following script as pre-install or post-install script:

resetpassword 1234

This will set the PIN to 1234

Include the package in a profile and apply it to the group of devices. That way whenever a device is enrolled in that group, it will have the PIN configured.

As Edger suggested you can send resetpassword 1234 script to the device and you can enforce one single password for all devices by selecting multiple devices and selecting send script option. 

Or else you want to enable password enforcement to the devices by the user you can use the Authentication profile. 

Steps to set up an Authentication profile are given below:

Go to the Hamburger menu > Select Profile > create new profile as Android Work Managed > Select Configuration and add a configuration > select Authentication > Select Device > Select Password Policy Type as Enable Password Enforcement
