Second Screen in Lock Down

How can a user access the Second Screen setting in the drop down from a Samsung Tablet while in Lockdown mode?  There is no setting for this in the Settings Manager?

Please give more details on what you meant by "Second Screen" setting?

From the drop down settings menu on the newer Samsung Galaxy tablets, there is a setting called Second Screen.  This is used to share the tablet screen with a TV.
