PPKG installed during OOBE not recognized as enrolled after user setup on device

I've run across this a few time now, I'll get a new PC for a user and boot it up to the OOBE, plug in a USB with our provisioning PPKG, then install the PPKG. Windows shows the provisioning package install successfully, and MobiControl shows it connecting successfully, too.

However, once I hand the computer over to let the user run through the OOBE setup, MobiControl then shows the Compliance Status as Non-Compliant/Unenrolled. I've confirmed the provisioning package is installed on the computers, as it is Listed under Settings>Accounts>Access Work or School as installed. I tried from there to go into Info and manually Sync, but I didn't have the option.

So far, I've only been able to fix this by removing the provisioning package and then reinstalling it from within the user's session. Is there a method I may be unaware of that I can use to get MobiControl to view the computer as enrolled again?

Just noticed when going through the device details for the current laptop facing this issue, and under Device Mode, "Unenrolled by User" is shown, but I've disabled the ability for our users to manually unenroll. I have to delete them from the MobiControl dashboard.

What are the version and build numbers of your MobiControl server?

Has the server been configured to use Windows Notification Service (WNS)?

Exactly what MobiControl policy did you set to attempt disallowing unenrollment by device end user?

I'm using the current version of MobiControl in a cloud instance.

Not yet, I am in the midst of getting this setup. (MS is taking forever to validate our dummy app to get the info needed for WNS)

I've set both of our Windows and macOS policies to not allow users to unenroll themselves.

Still having this issue on occasion with Windows devices. Is this something I won't be able to mitigate without the use of AutoPilot? Has anyone else had any kind of similar issue?
