Looking in the database I see my previously created rules.

Have you checked the integrity of your MobiControl search cache and manually force any re-synchronization?

Could you let us know what version of MobiControl you are using?
As mentioned by Raymond above, please have a look into your search integrity under global settings -> Console Settings -> Search Index Sync. If the percentage is low, I would like to recommend performing a search rebuild via the steps I have linked below.
