Using Android Enterprise, we can't see the contacts in the WhatsApp.
When you open the app, it asks for the perssions, but you can see the contacts enabled and can't change the option cause is disabled by the MDM.
So you can recieve messages but you can't open a new chat with any of your contacts.
What management use case? BYOD with a Work Profile or COSU with a Work Managed device? Depending on how you have them managed and how you have the app delivered to the device there may be an isolation of device contacts from a Work Profile.

We can't make it work in any management use case. The app keeps asking for permissions, so doesn't work properly.
We can force the app to synchronize the new contacts by forcing it to stop, but this isn't operational.

Matt has a point that they may not be accessible as the contacts may be in a different work-space. From what I recall from whatspp the contacts are just regular contacts. Do you have the ability to access any contacts in the work-space VIA your Management choice?

We asked support and they sent us some scripts to allow the permissions. I think, this also should work with every app changing the package name.
afw_set_permission_grant_state com.whatsapp android.permission.WRITE_CONTACTS allow
afw_set_permission_grant_state com.whatsapp android.permission.WRITE_EXTERNAL_STORAGE allow
