Application not installing with Application Catalog rule

Hi all - newbie to SOTI here.

I'm trying to move the apps that are currently packaged and deployed to devices to syncing them with the Application Catalog/Google Play store. I'm doing some testing on our dev instance but doesn't seem to be working. The apps (Google Photos and Inkling) show up in the application catalog within Mobicontrol as an available app on the device but will not install. Is there a setting I'm missing?

My SOTI-fu is not strong yet so apologies if I missed a previous post that answered this.

Are you using Android Plus or Android Enterprise?  What are the active MDM API's reported in the configuration tab of your device agent?

Have you set the app item in your app-catalog rule to be "mandatory"?

We are using Android Plus.

Active MDM APIs are RC+, Work Managed Device, Advanced Android Plus 1.0, 1306.

Yes the app is set to mandatory.

Being a newbie to SOTI, this is working in our production environment.  The APIs for a successful device is RC+, Work Managed Device, Advanced Android Plus 1.0, Android Plus 1.11.
