Supervised iPhone locked to an AppleID, cannot get past Activation Lock after wipe

We have a managed (DEP) iPhone - on the Device Statuses under Device Details, Supervised "yes" but Activation Lock "no". Therefore, I could not "Bypass Activation Lock" before wipe. Now, the phone is asking for the "Apple ID/pwd that were used to set up this phone". Are there any ways at all to get past this Activation Lock screen? All this time I thought that we would not hit this "blockage" if an Apple device was supervised, but I guess I was wrong.

Any advice would be greatly appreciated.

Thank you for posting on SOTI Central,

Did/Does your device have the "Activation Lock Bypass Code" data present within the Web Console? Also within the device configuration settings there is "ACTIVATION LOCK SETTINGS (IOS ONLY)" - That is a prerequisite for enabling it if you're not using the "Find My iPhone" feature.

In your case, if it was enabled then you could bypass it using the "Bypass Activation Lock" feature.

Thank you for your response. I cannot find "Activation Lock Bypass Code" data in the web console. "Activation Lock Settings" enable in all devices. I will have to submit a ticket to talk to a support tech so I can understand this part a little more.
