Web filter is blocking my PDF's from displaying, without web filter the pdf's are downloading and displaying fine

implemented web filter today on a profile and now the pdf's will not display. Says: "Content blocked" if i removed the web filter "block: * " to allow everything it will download and display the file. 

i've tried adding this below and it says this is not acceptable format: this is the site being blocked. I also already have: com.android.chrome/files/Download but seems to only download the file perhaps, not display it. also tried this one after running: identify activity at the the time the blocked page shows but no luck, I'm missing something here: com.android.chrome/org.chromium.chrome.browser.ChromeTabbedActivity

What do i need to add to the web filter list to display the pdf's? they will download fine but will not display when I click to open it. Web filter for SOTI is finnicky and a lot of URL's i have tried are not acceptable:

if you have blocked "*" then you need to allow everything which should be allowed like file://* and so on depending of what you need

sorry, I should have clarified, I have allowed all the sites I need to allow and I try to allow the site that is being blocked and the string does not work: this is the same I get for the content site as well:

Hmm, i thought that this is similar to Chrome but in that case you may need to use Chrome managed app config to provide the correct configuration as Chrome allows to use file:// and so on in allowlist and blacklist.

The Android web-filter policy in Soti MobiControl is not particularly finicky compared to any other MDM implementations available on the market.

The limitations are due to how Google implements its Chrome browser and define the support whitelist/blacklist patterns, and are thus not related to any particular MDM implementations, which only pass defined configuration parameters/patterns via Google's defined mechanism to the browser binary on the targeted device.
