If the devices has been offline for 14 days and continues to be offline, how do you expect to be able to push anything from the server that it is seemingly no longer communicating with?

The Out of Contact policy can execute a script or series of scripts because they are downloaded and stored on the device at the point of assignment. Therefore, the scripts are able to be executed completely at the device level without communication with the SOTI service once the Out of Contact policy is triggered. Perhaps you can accomplish most of what you're looking to accomplish with a script instead of a Profile change?

Alternatively, you could try an Alert rule that moves the device automatically to a different group/ folder if it has not connected to the server after x minutes. This won't have the effect of pushing anything to a device that is already not communicating with the server, but would at least force the device to move into a new folder.
