When does MCAdmin.exe type CONFIG file recreated?

I have manually deleted MCAdmin.exe config file as I was constantly facing issue while starting MS and DS service [Error 1053]. Then while starting MCAdmin, it was giving me an error "A fatal error occurred...".

Hi Evan, 

The challenges you may have been facing were more that likely caused by the amount of resources used to start the services and not the config file.  

I would suggest to have the services stopped and started one by one, starting with the MS service first and then the DS service afterwards.
