Long time ago we had this issue, hard to rmember but i think it was an issue in the plugin or skins but as Samsung doesn't use plugins, I'm not sure about if in this case the skin has an issue.

Try to change the remote control settings:

- go to the folder of this device (or even higher)
- right click it -> advanced configurations
- remote control settings
- disable device skins
- test again a new remote control to the issuing device
