Work Profile is your issue. The devices need to be enrolled and managed under Android Enterprise Device Owner, which will show up as "Work Managed" and not Work Profile. This management distinction is determined by your enrollment type and unfortunately to correct it you do need to unenroll, factory reset, and re-enroll the devices using an AEDO enrollment strategy.

Thanks for that, you are right.

At quick glance the enrolment profiles are the same, but under the device profile details I can see the ones without remote control I can see "Work Profile".

The ones in question have been enrolled by another user, lucky enough not that many devices to correct, just at remote locations.
