Managed Google Play settings and updates

A couple of issues related to Manage Google Play. We use TC70x running mainly Android Oreo in Lockdown Mode.
Android Enterprise Work Managed Devices. Android Enterprise Bindings is set and Managed Google Play Applications installs with the latest version during enrollment.
Agent version: 13.7.6.1004
Mobicontrol: 14.3.1.1189 

1) Profile for Managed Google Play settings is set as Application Updates: Always Update
However, even with the profile installed on the device, app updates are just listed in the MobiControl app Application Catalog as a mandatory app with an available update. I can't find any entries in the device log that the update have tried to install.

2) Profile for Managed Google Play settings (used for above) error during enrollment.

- Because all of its payloads cannot be installed.
- Device configured failed (Android Enterprise Google Play Policy). Configuration failed to apply.

This profile seems to fail during enrollment most of the time and will not be successful until manually forcing package reinstallation (which is successful once enrollment has completed).

For  your question (1), you just have to be patient.  The controlling of application updates is fully reliant on Google Play. MobiControl communicates to Google Play and sets the policy. Once the policy is set, it is up to Google Play to update the application (this may take a couple of hours). It may take up to 48 hours for an application to update from Google Play.

For your question (2), I don't have any TC70x to do any test.  Is the problem only found for this device model?   Have you checked how long does it take to get the Managed Google Play account to be configured on your device after the device agent gets enrolled.?  It may take some time for Google support services and other related software modules to be downloaded to your device before your managed google play account get configured.  Until then, the profile with payload to configure "Managed Google Play" settings will likely fail because associated with the right account has not bee established yet.  However, automatic re-installation of the profile should be be done at later time (depending on update schedule, device connection status, etc.).

Thanks Raymond.

1) It has probably been a week or more since I noticed the app update this time. But I can give it some more time and see if it installs or not.

2) We only use TC70x. It is my theory as well that Manage Google Play settings installs before the account is configured. Looking at the device logs the Managed Google Play settings is trying to install as one of the first profiles, while there is a bit of a delay before the Managed Google Play apps installs (sometimes is requires a reboot of the device). 

I can't see any attempts of Automatic re-installation of profile at a later time. Devices are Wi-Fi connected, update schedule is 2 hours I think (file sync runs every 2 hours).

While not directly related to this specific problem of Managed Configs, I very rarely apply the entirety of a device configuration immediately after enrollment. Especially with Zebra devices used for COSU AEDO I will first have them enroll into a Staging folder that applies the Zebra AE plugin and then the latest OS and LifeGuard updates before a relocation rule moves it into its production folder to get the remainder of its configurations, including app catalog rules. I would suggest a similar staggered approach in this case so that devices are given time to get the AE plugin and to finish the AE enrollment process before receiving too much of their config.
