Is there a way to allow com.google.android.keep app on a Zebra MC94 scanner.

The problem is I need a text app for testing purpose and the scanners are not connected to the internet, so no google playstore. I also do not want to download an apk from an unofficial page. 

So I tried to use the google keep app which is pre-installed on the device. But when I try to open it says "changes are not permitted of your administrator" (My Scanner is in German, so I am not quite sure about the message in english).
