If an ENTERPRISE Apple device has been enrolled in supervised mode AND Automated-Device-Enrollment (ADE, which is  previously called  Device-Enrollment Program or DEP), then there is configuration option to lock the MDM profile so that device end--user cannot remove it via his/her device's Settings.    Please note that such device needs to be properly configured on Apple Business Manager portal  and then factory reset to complete the enrollment process.
