Specifically our use case is related to china , Will update you shortly about that , though non gms zebra devices you can enroll by using stage now in soti. As mentioned in below link

You can enroll both GMS AND Non-GMS Zebra Android devices using the StageNow method. I have never had to deal with deploying devices in China but I would imagine you would have to:

1) Host the SOTI AE agent in a downloadable location accessible to the devices from the network they are connecting to

2) Create a StageNow based AE enrollment Profile that connects to the local wifi, then downloads the agent from step 1, installs the agent as DO, and then launches it automatically. 

3) Input the enrollment URL for your enrollment rule into the Agent after it has been installed and launched as part of step 2. I wouldn't imagine the Enrollment ID itself would work as that is part of SOTI service that might be blocked by the Great Firewall. Your enrollment rule would need to be configured to Skip Google Account creation during enrollment so that the devices enroll under DO, but without the need for and Android Enterprise service account. 

The end result would be an "offline" mode DO managed Zebra device. You would never be able to use Managed Play for any app distribution, including OEMConfig or WebView updates, but you could at least use the SOTI server for installing APKs and configurations.

I will discuss the points with my customer but I currently think enrolling Non-GMS devices with StageNow would be the best solution.

Thanks for your post !

We will wait for your testing to finish and to confirm you , in the past many  of our customers from China has  enrolled zebra devices with stagenow as well as by using nfc bump. But Nfc bump requires more prerequisite (such as Master device  enrolled as work managed, soti stage programmer and few more )  so , I will recommend you to use Stage now as per above mentioned steps  for now and let us know , how your test goes.
