Do you need the password to be changeable anytime by the device end-users, so that each device of target groups can potentially have a different password specific to its device end-user?

No the password would be kept by SOTI device administrators only.

Do you mean entering the Safe mode without lockdown password? is this for offline devices only

We don't want unauthorized users booting the devices into Safe Mode.
We want to password protect that feature.

We tested this option and it prevents users (and admins) from booting into Safe Mode completely.
We're looking to password protect it, but still make it accessible to administrators for any troubleshooting on site.
If the administrator has MobiControl web console access, the simplest way that avoids the need to manage extra password for entering safe mode is to log in the web console and modify deployed feature-control profile policy to have the safe-mode option disabled.
We don't use that but wouldn't be a temporarily revoke of the profile in such a case the fastest solution, otherwise you would enroll this change to all enrolled devices which i think won't be good.
We considered this as well. The post was more to determine an alternative to this.

The issue we run into with Feature Control is that if we block Safe Boot with the device in Kiosk mode, if ever it loses connectivity, there's potentially no way to get the device back online (the admin pattern doesn't always work on devices).

If by admin pattern you mean the pin to go out of lockdown and into admin mode and if that doesn't work for your devices, I would suggest raising a support case to get that investigated for your enrolled devices.
