I once had the same problem, after I tried updating and installing the Android WebView system, Kioskmode could run normally. Hope you can help
Without seeing any device or server log files, the first few things I would look into will be
- Is the problem specific to particular firmware or device-agent version?
- Has there been any recent change in firmware or system software such as webview for the problematic device(s)
- Has there been any change in low-power or related configuration on the problematic device(s).

There could be several reasons for this issue—perhaps the lockdown isn't applied or configured correctly, or there may be multiple profiles with lockdown settings. Another possibility is an issue with WebView; make sure it's updated to the latest fix version.
