When applying a catalog rule to deploy a Modern Enterprise Application, there is a checkbox to "Provision the application for all users of a device". I cannot get this to install the app for Any users. The log and Application tab of the device show the app as "Provisioned", but it is not installed.
If this box is left unchecked, it seems to install to the user who is logged in on the computer.

Hope you are doing good.
For the application to be provisioned and install for all the users, both the checkbox are supposed to be checked.
When both unchecked, the expected behavior is that the application will only install on the user that is activated in MobiControl.
If the application is not installed please try creating a test rule to push the enterprise application to the device after revoking the previous Application catalog rule.
