It seems you are trying to launch Velocity application inside lockdown and after seeing above mentioend image , it shows you are not using any extension before bundle id of the velocity application.

For launching an application you can use  Launch:// bundle identifier of app  for example in your case you can try to use  Launch://com.wavelink.velocity
