It seems that there may be some restrictions  applied to device which might be restricting this or the dialler application is pointing to a diffent bundle id then as you mentioned com.samsung.android.dialer

Can you test by removing all other profiles from this device except lockdown profie and try to test to eliminate the probability of any restrictions through other profiles?

One more test , you can do by sending a  script name identify_activity to your device while using that dialer application in admin mode (without lockdown mode )and see in device log section, if it  shows you a different activity of dialer application  than what you launched in lockdown  and if its different then add the same activity in the lockdown profile and then test again with that. 

Kindly let me know the outcome of these tests

Sorry for the delay, I have been away from the office for the past couple of days.

I ran the identify_activity script and received "Current activity name: com.samsung.android.dialer/.DialtactsActivity", however even though this would start the dialer, it would still block the starting of the call.

I have since downloaded and installed Simpler Dialer, which does start a call.

Please also make sure you deploy also an AE profile that has the "feature-contro"l payload option "Allow Outgoing Cellular Phone Calls" enabled.  If there is no such AE feature-control profile payload deployed, all options that are not allowed will be assumed disallowed by default.

Sorry I forgot to mention this when I asked the question, the feature control profile was provided with allow outgoing phone calls enabled.
