Kindly try to test with the following scripts while staying on 'draw over pending permission  page' and let me know if it works (if you are using any lockdown so come out of lockdown before trying these script) 

• afw_set_permission_grant_state net.soti.mobicontrol.androidwork net.soti.mobicontrol.permission.SYSTEM_ALERT_WINDOW allow
• afw_set_permission_grant_state net.soti.mobicontrol.androidwork android.permission.DRAW_OVER_PERMISSION allow 
  restartagent (restartagent should be in separate line)

In case if you are using lockdown on device where your are seeing this pending action permissions so kindly confirm the type of lockdown being used (native or activity suppression) and test by using activity suppression lockdown  also.

In case the issue is not resolved , kindly let us know.

Thank you for the reply.

I tried both suggestions, I used a legacy script but that didn't do the trick.
swapping to "Activity supression" in the lockdown profile seems to be working fine.
