Whilst enrolling a new device ( MOTO G35 on Andriod14) i'm unable to allow SOTI Mobi Control permission to Draw over other apps.

Each time it's allowed it instantly reverts to not allowed and i'm unable to proceed with the enrolling.

What are the version and build numbers of the MobiControl server and device agent used?

Are you trying to enroll in device-owner/managed-device mode with an Android Enterprise device agent?  If so, have you been able to enroll device of same of other brand/model onto this same server?

According to the information shown at

https://androidenterprisepartners.withgoogle.com/device/#!/I1hiS7KqM0R8B8QDqQHX

Motorola G35 5G has been certified as an Android-Enterprise-Recommended (AER) device model and the device firmware should be well implemented to support the standardized enrollment flow.  Let's see if your answers to the above mentioned questions can provide any clue on what causes your current problem.

For Motorola devices you normally need to put on oem config app with relevant permissions set to the mobicontrol agent (at least on G54 and G56 we use).

Also you need to provide the app certificate (86:7F:26:48:D2:4C:3D:CA:2F:59:B9:E7:5A:B6:FE:B8:CA:56:66:33:65:36:9F:A3:C9:5F:F6:03:E5:A1:BA:67) for some of these settings inside oem config.

From the pdf documentation for Motorola OEMConfig downloadable at

https://en-us.support.motorola.com/app/answers/detail/a_id/173986

on their support web page

https://en-us.support.motorola.com/app/answers/detail/a_id/160503/~/moto-oemconfig-guide ,

options mentioned in item 2.9 can be used to grant your required permission.

Based on my previous experience with similar OEMConfig implementation on other device brands, the deployment type and app update mode of the installation options for this oemconfig app at

   https://play.google.com/work/apps/details?id=com.motorola.oemconfig.rel

in your MobiControl app policy likely needs to be "Mandatory" and  "High Priority" respectively for smoother AUTOMATIC permission-granting right after device  agent installation/enrollment.

Also, other permissions required by this MobiControl device agent should be able to be granted automatically in similar fashion with corresponding OEMConfig options found in the same documentation.   As I don't have any relevant test device to do any actual tests, you have to check things out yourself on your devices.
