Hi, 

we have a few users that are enrolled through DEP.  They have App Catalog pushed to their phones, in total we have about 5000 cell phones.  3 of them are unable to download apps from the catalog.  They have a popup in App Catalog saying "application could not be installed at this time.  Please contact your Administrator.

user is connected to WiFi.  We have factory reset the device, still unable to install the necessary apps.

Any suggestions?  Let me know if you need any further info

OS 13.5.1

App trying to install:

Manadatory apps

Cisco Any connect version through VPP is 4.6.03050

Skype for business VPP 6.22.3

Thank you for your post, do you have any restriction to any unknown application?

Can you please confirm if you have any profile with restriction to disable unknown apps?

A little confused by your response

1) App catalog is pushed through a Soti profile and contains the referenced applications

2) Why would this be an unknown app if:   

                           a) the apps are being downloaded and installed from Soti

                           b) this is working for ~5000 other devices

3) We do not block unknown apps.

If your set-up/policies failes only for 3 out of some 5000 devices, then I would say the best approach is to look into the MobiControl server and device logs for any clues, and find out what are so speacail about the three problematic devices.    The problem may be

1. software-oriented (e.g. device fiirmwae, device agent versions, etc.)

2. hardware oriented (e.g. device brand, device model, faulty hardware, etc.)

3. device/network oriented (e.g. different SIM vendor,Wifi  network, network firewall, device-modes/enrollment-modes, etc.)
