You are mixing 2 things up:

1. Single app mode as Lockdown profile

2. Kiosk mode from Soti surf

Please descibe well how your setup looks like. In general i can promise that it tkaes often many tries (for someone doing this less often) to get the prompt shown following the guide you posted above which is only for Lockdown (single app mode) profile.
